Wilma Lewis joined the District Court of the Virgin Islands in 2011 and was named Chief Judge in August 2013. Prior to her appointment, she was the Assistant Secretary for Land and Minerals Management at the U.S. Department of the Interior.

She began her legal career as an Associate Solicitor (1993-1995) before becoming Inspector General (1995-1998). She then became the U.S. Attorney for the District of Columbia (1998-2001), and later became Managing Associate Counsel for Litigation to help guide Freddie Mac through its financial crisis from 2007-2008.
