Harold Hongju Koh Argues Before the ICJ
During public hearings in the case Ukraine v. Russian Federation, filed with the International Court of Justice at The Hague, Harold Hongju Koh of Yale Law School argued on behalf of Ukraine. At the hearing, Ukraine sought to establish that Russia had no lawful basis for the country’s actions in Ukraine.
Koh presented Ukraine’s closing argument, discussing the importance of the ICJ’s role in the international legal system.

From 2009 to 2013, Koh was a legal adviser in the U.S. Department of State and returned in 2021 as a senior advisor. In 2017, Koh was involved in a Ukrainian case before the ICJ against Russia, leading to his involvement in the current proceedings. Learn more about his involvement in the current case here.
